The national average comes to 55.11 euros per fiscal horsepower. Six regions now apply the legal ceiling of 60 euros, which mechanically narrows the room for manoeuvre of regional councils in the coming years.

The four regions that raised their rate in 2026

Four regional councils voted an increase for 2026, of very uneven magnitude.

Corsica records the sharpest rise, from 43 to 53 euros per fiscal horsepower, ten euros more and a 23 percent increase in a single year.

Nouvelle-Aquitaine moves from 53 to 58 euros, five additional euros per fiscal horsepower.

Provence-Alpes-Côte d’Azur adds one euro and reaches the 60 euro ceiling, joining the five regions already at that level.

Hauts-de-France also adds one euro, from 42 to 43 euros, while remaining the cheapest mainland region alongside Auvergne-Rhône-Alpes.

Those four moves are enough to make a 2025 rate table obsolete, and therefore to distort any estimate still relying on it.

The 14 euro Île-de-France surcharge, the trap of the year

This is the most consequential and the most recent change. Since 1 March 2026, a surcharge of 14 euros per fiscal horsepower is added to the Paris region rate, funding Île-de-France Mobilités.

The base rate voted by the region does not move: it stays at 54.95 euros per fiscal horsepower. The surcharge stacks on top of it, bringing the effective total to 68.95 euros. The measure offsets a shortfall of 88 million euros linked to the domestic tax on energy product consumption.

On a 7 CV vehicle, this surcharge alone represents 98 additional euros. A calculator still using the old rate will show 398.41 euros where the amount actually due is 496.41 euros, a gap of nearly 25 percent.

Vehicles more than ten years old benefit from a halved surcharge, at 7 euros per fiscal horsepower instead of 14. That subtlety is rarely captured by rate tables copied in haste.

The surcharge is due to fall to 12 euros per fiscal horsepower on 1 January 2027, which will force tools to update once again.

The three situations that distort a registration estimate

Beyond the regional rate, three configurations produce significant gaps between the estimate displayed and the amount actually charged.

The vehicle more than ten years old

A vehicle first registered more than ten years ago benefits from a 50 percent reduction on the regional tax, applied uniformly across every region.

The effect is substantial: on a 7 CV vehicle in Provence-Alpes-Côte d’Azur, the regional tax falls from 420 to 210 euros. A tool that does not ask for the date of first registration structurally cannot apply this reduction, and will therefore systematically overestimate the price of an older used vehicle.

The electric or hydrogen vehicle

The exemption granted to clean powertrains largely belongs to the past. Between 2022 and 2025, regional councils removed one after another the reduction that electric and hydrogen vehicles enjoyed.

In 2026, Hauts-de-France is the sole mainland exception, with a reduction held at 50 percent on the regional tax.

Everywhere else, an electric vehicle pays exactly the same rate per fiscal horsepower as a combustion vehicle of equivalent power. Calculators still showing an automatic exemption for electric vehicles are applying a repealed rule.

The CO2 penalty on imported vehicles

The carbon dioxide penalty targets the most emitting new vehicles, but it also hits imported used vehicles on their first registration in France.

In that segment, the penalty alone can exceed the total of every other tax combined. An estimate that asks no question about the origin of the vehicle cannot calculate it.

How to check in one minute that a calculator uses the right rate table

The check requires no tool and relies on three pieces of information readable on the previous registration certificate.

The first step is to note the fiscal horsepower of the vehicle, shown at field P.6 of the certificate. This is the number of fiscal horsepower, not to be confused with the DIN horsepower at field P.2.

The second step is to multiply that fiscal horsepower by the rate of the relevant region, as listed in the table above. For a vehicle more than ten years old, the result is halved.

The third step is to add 13.76 euros, corresponding to the two national fixed taxes.
